Allow Payment Total to be adjusted when using CC payment feature in back end

Having the new feature inside the Finance > Invoices section of a member profile is great! But what isn't great is that it doesn't apply the credit card surcharge that's set up in the universal configuration and that would apply when using the membership renewal payment portal via the members website log in.
